Every benefit-eligible employee receives the following:

Personal Leave:  Each benefit eligible employee accrues 96 hours of personal leave each year.  An employee may use accrued personal leave after one month of employment.

Executive Leave: Contracted employees, such as Department Directors may receive additional days of executive leave.

Health, Dental and Vision: The City covers each employee 100%.  Employees may elect to cover dependents with health, dental and vision insurance for a nominal cost of $70.18 bi-monthly.  The prescription benefit for generic a 30-day supply is: $10.00 co-payment for generic, $30.00 co-payment for preferred brand, and $50.00 co-payment for non-preferred brand prescriptions. The effective date of this insurance is the first day of the month following 30 days of employment. 

Life Insurance/Accidental Death and Dismemberment Insurance:  The City provides a $40,000 life insurance policy and $40,000 accidental death and dismemberment insurance for every qualified employee at no cost to the employee.  This coverage is effective on the first day of the month following 90 days of employment. 

Short-Term Disability:  The City provides Short-Term Disability after the employee has missed ten consecutive calendar days of work due to an extended illness or non-work related injury.  The employee is paid seventy-five percent of his or her normal rate of pay for a period of forty-five calendar days.  The employee may use accrued vacation or personal leave time to make up the twenty-five percent of pay that is not covered by Short-Term Disability benefit. This benefit can only be used once in a two-year period.  Employees must have worked 1040 hours before this benefit becomes available.

Long-Term Disability:  The City provides Long-Term Disability through an insurance company.  The employee must be unable to work for ninety days prior to this coverage becoming available.  The employee is paid sixty percent of his or her normal rate of pay.  This coverage is effective on the first day of the month following 90 days of employment.

Industrial or Workers' Compensation Insurance:  All City employees are covered by Workers' Compensation Insurance.  The City provides one hundred percent coverage of all medical bills that are incurred by an employee who is injured while working for the City.  Industrial leave pay is not accrued, but available through the workers' compensation insurance carrier.  Under Arizona Law, the employee is entitled to receive two-thirds of their normal pay while they are unable to work due to an industrial injury.

Retirement Plans:  Regular employees who work at least 1040 hours per year are eligible for this benefit.  Non-Exempt employees are members of the Bullhead City Non-Management Retirement Plan while Exempt employees are members of Bullhead City Management Retirement Plan.  Both plans are Section 401(a) retirement plans, which are defined contribution plans.  Each employee contributes 6.25% of his or her earnings as a before tax contribution, while the City contributes 9.05% of the employee's earnings.  The employee's contribution to the plan is vested immediately.  With the Non-Management Plan, the City's contribution becomes 25% vested after each year of employment.  With the Management Plan, the City's contribution becomes 100% vested after one year.  Both plans are Social Security Replacement Retirement Plans and neither the employee nor employer is required to pay FICA taxes on the employee's earnings.  Both plans also have loan provisions where the employee may borrow up to 50% of the vested balance.

Police Officers participate in the State of Arizona Public Safety Retirement System.  The employee contributes 9.55% while the City contributes 24.01%.

Deferred Compensation Plan:  In addition to the 401(a), employees may also participate in the Deferred Compensation Plan which is a Section 457 Plan.  Employees may elect to defer an amount or percentage of income into this plan, as limited by IRS rules.  This plan also allows loans of up to 50% of the account balance.  Employees under contract may also receive a percentage of their salary contributed to this plan by the City. 


Tuition Reimbursement: With prior approval, regular full-time employees may request reimbursement for tuition paid to accredited colleges, universities or vocational training institutes.

Bereavement Leave: Upon learning of a member of the immediate family has passed, a full-time employee may be granted leave of 24 hours or three (3) days.  If out-of-state travel is required, 40 hours or five (5) days may be granted. 

Jury Duty, Military Leave, Family Medical Leave: The City follows all Federal and State laws and grants leave for jury duty, thirty (30) days of military leave in any two consecutive years, and Family Medical Leave of twelve (12) weeks per calendar year. ​
