Keegan Littrell is responsible for the management of the Public Works Department, which consists of Administration, Engineering, Water Resources, Infrastructure (Roads, Flood Control, Fleet, Parks and Facilities Maintenance) and Utilities. In addition he oversees the development and implementation of the Capital Improvements Program (CIP) for the City. The CIP involves the planning, design and construction of municipal servicing and facilities capital projects including roads, sidewalks, street lighting, water mains, sanitary and storm sewers, service connections to private property, storm water management, parks, recreation, municipal facilities and other public infrastructure projects.
Bob Leuck, P.E., Assistant Public Works Director
Bob Leuck assists the Public Works Director in managing the Public Works Department. In addition,
he directs the Utilities and Engineering Divisions, and assists with development and implementation of the CIP, and oversees the City’s Government
Relations activities. The Utility Division provides sewer service to the City in both a cost-effective and efficient manner. The Utility Division also provides assistance on Capital Improvements and various other areas within the Department. The Engineering Division issues and administers Right of Way and Encroachment Permits, provides subdivision and commercial development review as it pertains to public facilities and infrastructure, floodplain determinations, elevation certificates, assistance to sewer districts, survey work and Blue Stake locations, provides guidance and assistance on future growth within City limits and other public infrastructure needs, and manages the individual projects within the CIP. The Engineering Division also develops and maintains the City’s GIS system, providing related services to the general public, public and private agencies and other users.
